In July 2006, Henry “Chip” Lazenby left the West Coast law firm Bullivant Houser Bailey PC, to form his own company. 

Lazenby’s new firm, Lazenby & Associates, focuses on providing practical legal and business solutions for its clients. 

Targeted clients include real estate developers, investor coalitions, construction firms, public entities and officials, small businesses, community development corporations and other community business interests.

Lazenby & Associates specializes in real estate, real estate development and general business advice. Chip also is well-versed in the complex legal issues facing public organizations and their private sector partners. He also has extensive experience in public policy and process including Oregon ethics laws.


A Proven Record of Accomplishment

From 2001 until 2005, Chip was General Counsel at the Portland Development Commission

At PDC, Chip directed legal strategy for several high-profile projects, including the $1.8 billion-dollar South Waterfront development.

Chip also directed counsel for the planned restoration of the landmark Meier & Frank building in downtown Portland which is now scheduled to open in July 2008 as a new hotel and a downtown Macy's.


In addition, Lazenby and his team of five attorneys worked on the establishment of the Portland Family of Funds, which has generated $300 million in tax credit equity to date for the city, and he worked closely with the state legislature on development and finance issues.  Lazenby oversaw several acquisitions of property and was lead attorney on the effort to relocate the Skidmore-area fire station to the former Import Plaza site in Portland’s Old Town neighborhood. 

From 1995 until 2001 Lazenby served as Legal Counsel to Oregon Governor John A. Kitzhaber, MD., and his staff where he provided advice on all legal aspects of legislation and state policy. In that capacity, Lazenby was in the lead in developing state compacts governing the Indian Casino Industry. He also led efforts to restructure the state administrative law structure.

Before joining the legal staff in the Governor's office, Lazenby served as a Senior Associate with the Portland office of Preston, Gates & Ellis, Attorneys. He also served as Assistant Multnomah County Counsel from 1987 to 1994.

Lazenby earned his Bachelor of Arts degree from Harvard University and received his Law Degree and a Masters in Business Administration from the University of Oregon. He is a member of the board of the Oregon Holocaust Resource Center, De LaSalle North High School and the City Club Board of Governors.


News

June 2007: Chip Lazenby has been appointed permanent General Counsel for Portland State University.

May 2007: Governor Ted Kulongoski has appointed Chip Lazenby as his representative on the Spirit Mountain Community Fund Board of Trustees. The Community Fund was established by the Confederated Tribes of Grand Ronde. The tribe dedicates 6% of its net revenues from its casino operations to the fund for charitable community contributions. As Governor’s legal counsel, Lazenby was a part of the negotiations that led to the creation of the fund. Since 1997 the Fund has contributed over $30 Million to causes in Oregon communities.

November 17, 2006: Chip Lazenby successfully defends Multnomah County Commissioner Maria Rojo de Steffey before state ethics commission.

November 2006: Chip Lazenby Named Portland State University interim General Counsel.
